Foreign citizens can obtain visa in diplomatic mission of Moldova.

Entry Conditions

The citizens of the following states, the holders of all the types of passports, do not need visas for the entry on the territory of the Republic of Moldova for a period of stay until 90 days, during six months from the moment of the first entry:
The following member states of the European Union :Austria, Belgium, Bulgaria, Czech Republic, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, United Kingdom of Great Britain and Northern Ireland, Holland, Hungary, Poland, Portugal, Romania, Slovenia, Slovakia, Spain, Sweden;
Other country nationals: Canada, Georgia, Holy See, Iceland, Japan, Principality of Andorra, Principality of Monaco, Principality of Liechtenstein, Norway, San Marino, State of Israel, Swiss Confederation, USA, Georgia;
CIS member states: Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Ukraine and Uzbekistan.
The citizens of Member States of the European Union, holders of all types of passport, If foreigners plan to stay in Moldova longer than 90 days must obtain the certificate of immigration from the Office of Migration and Asylum.

To apply for a vacancy for research position in one of R&D institution from Moldova, researchers must obtain the work permit. This official document, issued under the law, grants the right to work on a legal basis and entitles the holder to be employed by an individual employment contract or secondment in Moldova to a single employer.

Visa/residence permit

Citizens who intend to undertake scientific or academic activity in Moldova must apply for the entry visa and the temporary residencepermit in Moldova. Visa is granted by the Diplomatic Missions and Consular Offices of the Republic of Moldova. The Moldovan consular authorities issue two types of visas for foreign researchers, depending on the purposes of stay:

Type “C” Visa–short term visa is issued for a fixed period of time not exceeding 90 days per period of six months from the first entry.
Type “D” Visa–is issued for a period not exceeding 12 months, with a stay up to 90 days during six months from the first entry. This type of visa allows the right to submit for a permanent residence permit. Long term visa is a multiple-entry visa. Pursuant to the provisions of the Law no. 200 of July 16, 2010 concerning the foreigner’s regime in the Republic of Moldova, foreign citizens, holders of a valid permanent residence permit, issued by the authorities of the Republic of Moldova, are exempted from the visa requirement.

How to get a Visa for Moldova? Important

A visa granted for a short stay of less than 90 days can be prolonged for a new period, so that the duration of the total stay should not exceed 90 days during 6 months from the arrival in the country.

The prolongation of the visa can take place for the same purpose it has been initially granted. The application for the prolongation of the visa is handed in to the competent authorities for foreigners withat least 3 working days before the expiration of the term established in the visa. A long stay visa is granted for a period not longer than 12 months, for one or more stays the duration of which should not exceed 90 days during 6 months from the date of the first arrival in the country, which permits the foreign citizen to request a stay permit. A visa for a long stay can be with one or multiple arrivals or departures.

Issue of invitations

LIST of documents necessary for obtaining the invitation from INDIVIDUAL PERSON:

1. Application form completed legibly and fully in latin characters, signed by the applicant (It can be downloaded from the official web –

site of the Bureau for Migration and Asylum of the Republic of Moldova: bma.gov.md).

2. Written declaration in free form – regarding purpose of entry in the Republic of Moldova, signed by the applicant.

3. The copy of the document on the right of the foreigner to the frontier crossing, with validity period not less than six months. The copy of previous visas obtained for Moldova and / or other countries.

4. Proof of means of support in the amount of 30 euro/day during the stay in the Republic of Moldova and to return to their country of domicile, but not less than 300 euro from the applicant or invited.

5. Identification card / residence of the person who invites, in original and copy.

6. Besides the general documents mentioned above, the applicant should submit the documents confirming the purpose of the trip:

a.Detailed information on the relations between the applicant and the invited with the indication of when, where and how they got acquainted. In case of the visit to relatives – all certificates proving family ties:

- Birth certificate of the applicant and / or the foreigner, in original and copy;

- Marriage certificate, in original and copy;

- Birth certificate of the common child, in original and copy.

b. Medical certificate confirming the medical condition of a close relative.

c. Applicant's passport with the visa of entry – exit / the residence permit in the country where they were known with invited, original and

copy.

d. Copy of the visa or residence permit of the foreigner in the country of residence, unless residing another country than that of which is a citizen.

NOTE:

Right to invite foreign have legal persons who have registered in the Republic of Moldova under the law and individuals with permanent or temporary residence in the Republic of Moldova, who have reached the age of 18, have full legal capacity, except for foreigners arriving to study or treatment.

Obtained invitation are presented in the original by the invited to the diplomatic missions or consular offices of the Republic of Moldova to obtain the visa of entry – exit to Moldova

The invitation issued by the competent authority for foreigners is one of the CONDITIONS to obtain a visa for entry into the Republic of

Moldova by certain categories of foreigners.

2. Official letter of application / motivation written in free form – regarding purpose of entry in the Republic of Moldova, with registration

4. Documents of the legal entity (the certificate of registration of the legal entity or non – profit organization, the extract from the state

5. Proof of means of support in the amount of 30 euro/day during the stay in the Republic of Moldova and to return to their country of domicile, but not less than 300 euro from the applicant or invited.

6. Mandate – in case when filing by an authorized employee of the administrator, to which shall be annexed the ID card / the residence

permit valid, in original and copy.

7. Besides the general documents mentioned above, the applicant should submit the documents confirming the purpose of the trip:

a. copy favorable opinion the National Agency for Employment concerning the inviting foreigners in purposes of employ.

b. copy of confirmation the right of admission to studies released by the Ministry of Education.

c. confirmation of function invited person.

d. confirmation of the existence of business relations (contracts, transportation orders).

e. confirmation of hotel reservation and full payment. This confirmation (which can be sent by fax or e-mail) must be issued by the hotel and contain its contact data (address, phone number). In case a touristic agency arranges the trip, the applicant should submit the touristic voucher and the contract with the touristic agency in original and a copy. Detailed description of travel plans: route, purpose, dates and places.

f. invitation letter of participation in conference, seminar, training, cultural activity, sport events stating the topic, location and time of the event, in original and a copy.

g. copy of the visa or residence permit of the foreigner in the country of residence, unless residing another country than that of which is a citizen.

Extension of visas

LIST of documents necessary for extension of visas from LEGAL ENTITY:

1. Official letter – Application form completed legibly and fully in latin characters, signed by the administrator, with wet stamp application (It can be downloaded from the official web – site of the Bureau for Migration and Asylum of the Republic of Moldova: bma.gov.md).

2. Official letter of application / motivation written in free form – regarding purpose of entry in the Republic of Moldova, with registration number, the date and signed by the administrator, with wet stamp application.

3. The original and copy of the document on the right of the foreigner of border crossings.

4. Copy of visa of input / output where is confirm the date and location of border crossings.

6. Medical insurance valid in the Republic of Moldova for the entire stay, original and copy.

7. Mandate – in case when filing by an authorized employee of the administrator, to which shall be annexed the ID card / the residence

permit valid, in original and copy.

8. Besides the general documents mentioned above, the applicant should submit the documents confirming the purpose of the trip:

the event, in original and a copy, in case if you extend period of activities.

NOTE:

Foreigners who enter the Republic of Moldova by the transnistrian segment of the moldovan – ukrainian are required within 72 hours from the moment of passing the border crossings to register.

Extension of visa can only be for the same purpose for which it was granted. Visa extension application is submitted to the competent authority for foreigners at least 3 working days before the deadline set in the visa.

e. ticket / reservation valid to return to the country, original and copy.

8. The evidence of living space (hotel reservation, the agreement of the owner drawn up to notary, copy of contract rent of the living space), in original and copy.

NOTE:

Foreigners who enter the Republic of Moldova by the transnistrian segment of the moldovan – ukrainian are required within 72 hours from the moment of passing the border crossings to register.

Permanent residence right in the RM

7. Proof of right to obtain citizenship of the Republic of Moldova by recognition (if applicable);

8. Evidence justifying permanent residence in Moldova (where applicable);

9. Certificate attesting the level of knowledge of the state language;

10. Evidence of living space (the owner's place agreement drawn up by the notary/tenancy/contract of sale (donation) of the home);

11. Criminal record from the country of origin, legalized / apostil (as established), translated into state language and authenticated by the notary or consular, except children under 16 years;

12. Blood type;

13. Copy of health insurance, issued by the National Company of Health Insurance;

14. Evidence of maintenance funds in the amount corresponding to the category of the right of residence requested, excepting the foreigners married to citizens of the Republic of Moldova;

15. One photo in color, size 3x4;

Attention!

2) Infraction of this term carries the penalty acording to the art. 333 of Contraventional Code of The Republic of Moldova.

7. Documents confirming the activity of the company (certificate issued by the State Tax Inspectorate on lack of debts to the government budget, a copy of financial report for the last reporting period);

8. Copy of studies or other evidence that confirms the qualification of the specialist invited to work, tranlated in the state language and

legalized/apostil according to the legislation in force (except heads of economic units);

9. Evidence of living space (the owner’s place agreement drawn up by the notary/tenacy/contract of sale (donation) of the home);

10. Criminal record from the country of origin, legalized / apostilled (as established), translated into language and legalized by the notary or consular;

Integration of foreigners

The integration process involves adaptation and participation of immigrants who have all rights and duties in relation to their new country of residence, whether they have a right of residence or a form of protection.

General information

General information on integration of foreigners in the Republic of Moldova

Law no. 274 of 27.12.2011 on integration of foreigners in the Republic of Moldova, which entered into force on 01.07.2012, regulates the process and ways to facilitate the integration of foreigners in the economic, social and cultural life of the Republic of Moldova with a view to prevent and combat their social exclusion, adaptation to the conditions of Moldovan society and ensuring their financial autonomy, competent authorities, integration programs, obligations of foreigners who apply for integration programs, expenses coverage, etc.

The law defines the notions:

Integration – the process of active participation of foreigners who have obtained a form of protection or a right to reside in the Republic of Moldova in the economic, social and cultural life of Moldavian society, by which means they are empowered to contribute and realize their full potential as members of this society, realize their rights and fulfill their obligations without discrimination or social exclusion for their own benefit and the benefit of the state;

Socio-cultural accommodation – acquisition by foreigners of a minimum of general knowledge about society, culture, economy and history of the Republic of Moldova, necessary for the social coexistence;

Integration program – a set of measures and activities necessary to facilitate the social integration of foreigners who have obtained a form of protection in the Republic of Moldova, conducted on their request through the cooperation of the public authorities and central and local levels and non-government sector;

Individual integration plan – all integration activities for the beneficiary of the integration program that are identified by all stakeholders in the process;

Integration commitment – written agreement concluded between the applicant to the integration program and the competent authority for foreigners regarding the participation in the integration program;

Specialized assistance – assistance offered by a specially trained stuff at the specially arranged centres for these cases.

Law establishes the categories of foreigners who can benefit from integration activities:

- Foreigners, holders of temporary/permanent residence right

- Persona to whom the stateless status was recognized in the Republic of Moldova

- Beneficiaries of a form of protection (refugee status, humanitarian protection, political asylum)

The role of state institutions in the integration process and responsibilities for each authority

Competent authority for foreigners:

- cooperates with the local and central public administration authorities, non-government organizations and international institutions

involved in the process of integration of foreigners;

- ensures the monitoring and evaluation of the integration programs of foreigners;

- provide evidence of foreigners – beneficiaries of the integration programs;

- annually presents to the authorities involved in the implementing the integration programs, the estimated number of foreigners, potential beneficiaries of the integration programs to be included in the budget expenses of the respective public authorities.

Ministry of Labour, Social Protection and Family

- ensures registration of foreigners seeking for a job;

- provides accommodation in subordinated social institutions according to the Law;

- keeps records of the foreigners fitted into the system of social protection.

Ministry of Education

- develops the methodology and program for the state language training courses;

- consults the Ministry of Culture at the development of the socio-cultural adaptation sessions methodology;

- ensures the process of assessing the level of learning and knowledge of the sate language;

- recognizes, in accordance with the regulations in force, the

periods/acts of studies and qualifications obtained by foreigners

abroad, for purposes of their enrolling in the educational institutions

of the Republic of Moldova or employment;

- ensures education, provides care and education services to minors from residential institutions;

- keeps track of minors engaged in the education process.

Ministry of Culture

- develops the methodology for the socio-cultural adaptation sessions in consultation with the Ministry of Education;

- participates in the individual integration plans and contributes through its subdivisions to the implementation of the integration

programs. Ministry of Health:

- ensures the access to the medical services within the compulsory health insurance system, in accordance with art. 13 and 19;

- offers assistance in special cases provided in Art. 6.

Local public administration authorities

- provides support in carrying out the programs and implementing the community projects on facilitating the active participation of

foreigners in the social and cultural life of the community;

- undertakes measures designed to increase awareness of the local population in the field of migration, asylum, social integration of

foreigners, development of tolerance and intercultural understanding;

- identifies the accommodation possibilities for foreigners included in the integration programs.

It is important to mention that the authority responsible for coordinating the integration process of foreigners on the territory of

the Republic of Moldova between all relevant structures in the field is the competent authority for foreigners (Bureau of Migration and Asylum).

The very process of integration through the law is seen as a process of collaboration and ongoing coordination of all central and local public authorities, involving civil society, international organizations and of course the foreigners, both with a form of protection and holders of a residence right, who should have an active role and the state which should facilitate the accommodation in Moldovan society.

Integration of beneficiaries of a form of protection

To the attention of refugees and beneficiaries of humanitarian protection

In accordance with the Law no. 274 of 27.12.2011 on integration of foreigners in the Republic of Moldova, which entered into force on 01.07.2012, it is regulated the process and ways to facilitate the integration of foreigners in the Republic of Moldova. The Ministry of Internal Affairs through its responsible structure – the competent authority for foreigners – coordinates the process of integration of foreigners on the territory of the Republic of Moldova.

Refugees and beneficiaries of humanitarian protection have free of charge access to the following integration activities:

● socio-cultural adaptation sessions - trainings on values and national traditions, political and administrative organization system of the country. Sessions are mandatory, being organized by the Ministry of Culture and Ministry of Education, in collaboration with competent

authority for foreigners in the first 30 days after obtaining a form of protection;

● state language courses – courses are organized by the Ministry of Education through subordinated education institutions as well as by local public authorities at the place of residence, based on the request submitted to the competent authority for foreigners;

● access to education – enrollment in the preschool, primary and secondary general education, under the conditions established by the law for the citizens of the Republic of Moldova. Minors who received a form of protection in the Republic of Moldova benefit, during a school year, from a free of charge course of initiation in the state language with a view to integrate in the education system;

● access to the labour market – refugees and beneficiaries of humanitarian protection have access to the labour market, the unemployment benefits system, measures to prevent unemployment and to stimulate employment, as determined by the law for citizens of the Republic of Moldova.

Through employment agencies are provided the following activities:

a) organization of professional training programs by the territorial employment agencies;

b) involvement in facilitating the relationship between the beneficiaries of integration program and potential employers;

c) ensuring the registration of beneficiaries of integration programs seeking employment;

d) identification of vacancies and providing information to beneficiaries of integration programs;

e) identification of appropriate ways of communicating with foreigners who have obtained a form of protection in the Republic of Moldova and request labour market integration services, in collaboration with the competent authority for foreigners;

f) providing of unemployment allowance, under the conditions specified in Article 30 of the Law on employment and social protection of persons looking for a job.

● access to medical services – (1) Refugees and beneficiaries of humanitarian protection have access to the medical services within the compulsory health insurance system in the same conditions established by the law as citizens of the Republic of Moldova Republicii Moldova. (2) The premium of the compulsory health insurance is paid from the date of granting a form of protection. (3) For the beneficiaries of a form of protection, included in an integration program, the compulsory health insurance premium is offered by the state during the deployment of the program.

● access to the social protection system – refugees and beneficiaries of humanitarian protection have access to public system of social insurance and to the national system of social assistance in the same conditions established by law as citizens of the Republic of Moldova;

● accommodation facilities – beneficiaries of integration programs who have no means of subsistence, may benefit, upon request, of accommodation in spaces provided for this purpose, which are managed by the competent authority for foreigners. Accommodation can be provided for a period of up to 6 months during the implementation of the integration program.

Procedure of inclusion of refugees and beneficiaries of humanitarian protection in the integration program

The application for participation in the integration program shall be submitted to the competent authority for foreigners (Bureau of Migration and Asylum) within 30 days from the date of obtaining a form of protection.

The application for inclusion in an integration program will be submitted at the Asylum and Integration Directorate of the Bureau of Migration and Asylum (mun. Chişinău, 124, Ştefan cel Mare bld, offices 210;215), or at the Ono Stop Shop for the documentation of foreigners.

Application form can be found on the web site of Bureau of Migration and Asylum www.bma.gov.md , as well as can be requested at the One Stop Shop for focumentation of foreigners or at the Asylum and Integration Directorate.

Refugees and beneficiaries of humanitarian protection are included in integration programs based on their individual applications and according to an integration commitment concluded between the applicant of the integration program and competent authority for foreigners. After the submission of the application by the applicant for integration program, the Bureau of Migration and Asylum jointly with the relevant authorities drafts individual integration plan. The duration of the individual integration plan is up to 6 months from the date of signing the integration commitment or the date specified in the commitment.

!Refugees and beneficiaries of humanitarian protection who do not participate in the integration programs shall assume the responsibility to integrate on their own.

● Persons to whom the stateless status was recognized in the Republic of Moldova.

- Socio-cultural adaptation sessions (trainings on values and national traditions, administrative political and organization system of the Republic of Moldova), organized by the Ministry of Culture.

- State language courses organized by the Ministry of Education through subordinated educational institutions and the local authorities from the place of residence.

- Information and counseling on ways to access labour market through territorial employment agencies.

● Foreigners holding temporary residence permit for the purpose of studies

Types of activities:

- Socio-cultural adaptation sessions (trainings on values and national traditions, administrative political and organization system of the Republic of Moldova), organized by the Ministry of Culture.

- State language courses organized by the Ministry of Education through subordinated educational institutions and the local authorities from the place of residence.

Access to other rights

Access to medical services – Foreigners employed in the Republic of Moldova on an individual employment contract, as well as foreigners and stateless persons with residence in the Republic of Moldova, have the same rights and duties regarding access to medical services as the citizens of the Republic of Moldova in accordance with the law.

Access to social protection system – Foreigners have access to the public system of social insurance and to national system of social assistance in the same conditions established by law for the citizens of the Republic of Moldova.

Access to education – Foreigners have access to the preschool, primary and secondary general education in the same conditions as citizens of the Republic of Moldova. Access to to the secondary education, middle level education and higher education is performed according to the existing legislation.
